I can/could make you the happiest person alive.

    Are both okay?

Grammatically, yes. Semantically, it depends on what you're trying to say.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

This can't be the first time you've asked about 'can' and 'could', Batman.

We seem to have been answering this question for ages.

Just asking my friend to give me a chance because I feel that I can make that person the happiest person in the world.

Jack: I can make you the happiest person alive.
Jill: You just want to have sex with me, don't you?
    Jack: Well, yes.

Whichever one you choose, it seems like something you would say to someone who is more than just a "friend". If you are not romantically linked, both are inappropriate!
