    What does "in question" mean in the following sentence?
    The first thing Evolvable Hardware needs is for the hardware in question to be reconfigurable.

    It means "which we are talking about" or "which is under discussion". So "the hardware in question" seems to be "Evolvable Hardware" - the topic of the sentence.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    It means "under discussion" or "under consideration".
