    it is hereby

    Do we say "it is hereby certified that .... " or
    "This is hereby certified that .... "

    As always, context and/or a complete sentence would help but my initial reaction is "It is hereby certified that ...".

    You can say something like "This is hereby certified as a true likeness of Mr Fred Bloggs", but don't follow "This is hereby certified" with "that".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
