    so and so situation

    Is the following expression correct?
    "We often complain that so and so situation hadn't permitted to do things, but most of the time it is illogical."

    We often complain that such and such a situation is keeping us from doing something, but most of the time it isn't logical.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
