Can I say that initiative (bare or zero) and verb is one and same thing except point as below"

Sometimes in initiative we use "to" and is used not as a main verb.

It's not at all clear what you are trying to say. Can you write two sentences to illustrate the difference you mean?
'Bare' and 'zero' can apply to infinitives. 'Initiative' is not an infinitive.

My Apology. I meant Infinitive only.

I want to ask that infinitive and verb are one and same thing.
