    would wake people

    Does this "would" mean "habitual acton in the past" or "future in the past" or "hypothetical modal verb"?

    When smoke from a fire is detected, the wasabi is released, irritating the noses of people. The system was tested on sleeping people with normal hearing and no hearing. In the test, the device woke nearly everyone within two and and a half minutes.
    Further tests were conducted to determine the ideal intensity of wasabi.
    The right intensity would wake people but not hurt their eyes.

    I think definition#2 fits the sentence, but I am not a teacher.
