    How to use correctly:
    West-European something
    or
    Western European something?

    It probably depends on the context, but "Western European" is commonly used.

    Western European culture
    or
    West-European culture?

    But, Culture of Western Europe isn't right for my context

    As always, an entire sentence would be more helpful but "Western European culture" sounds more natural so far. There was no need to capitalise "culture" in your final version (the one that doesn't fit).
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
