    a noun followed by word "believed"

    Hello,

    I've seen below sentence from a VOA news: Egypt Release of Journalist Welcomed, With Caution

    Quoted:
    /"It's a poisonous air for free speech at the moment in Egypt," said Piachaud. "This case is just the tip of the iceberg. We have over 40,000 people, activists, believed detained as part of a sweeping crackdown on dissent."/

    I don't know how to interpret the word "believed" here, does it mean the man Piachaud promise this number 40,000 is ture?

    Over 40,000 people are believed to have been detained.

    Not a teacher.

    Nobody is promising anything. That number is what is believed to be true.
