    "Abjure all evil; "Practice all good....

    The priest answered in the following way,
    "Abjure all evil;
    "Practice all good.
    "Purify the mind.
    "This, all Buddhas teach."

    Are open quotation marks needed as shown OR
    Only the first and last open quotation marks are needed?

    If it is one single quote, then no.

    The priest answered with "Abjure all evil, practice all good, purify the mind. This, all Buddhas teach".

    The quote itself is not grammatical but I have copied your words on the assumption that they are the exact words the priest used.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    If each line is given a paragraph to itself, it's traditional not to put an end quote until the end, but to put one at the start of each paragraph. (Look at any novel in which a speech takes several paragraphs).
    This would be consistent with that practice:

    "Abjure all evil.

    "Practice all good.

    "Purify the mind.

    "This, all Buddhas teach."
