    why past perfect is being used

    Pakistan Supreme Court has ordered to rebuild a Hindu temple that had been demolished in 1996 .since then a leader had seized on it

    Why past perfect is being used
    Please explain briefly

    Simple Past is used when specific time is given like in above example 1996 therefore why simple Past is not being used? ??
