    Please explain

    “Farmers are afraid of the changes that are being introduced to the (land) bill we had brought in 2013.

    Why past perfect is being here ??
    Past simple is used when specific is already given just like in above example ...
    Please explain briefly

    In my opinion, the past perfect has been misused in that sentence.

    Farmers are afraid of the changes that are being introduced to the land bill we brought in in 2013.

    Note the use of "in in" with my version. The land bill was brought in ... in 2013.

    Note my other corrections to your post. Remember to end every sentence with a single, appropriate punctuation mark. Also, please remember that you must give your threads more relevant titles. "Please explain" is a useless title. A good title for this would have been "Farmers are afraid of the changes".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
