    when using or (by) using

    It's me again.

The lowering or raising of FRC should not be impeded by side fenders or should be accomplished well clear of the ship's side when using davit systems designed to control the FRC's movement.

As far as I am concerned, the lowering should be accomplished well clear of the ship's side by using davit systems designed to control the FRC's movement or the lowering should be accomplished well clear of the ship's side using davit systems designed to control the FRC's movement.

Do you think I am right?

    Thank you.

Re: when using or (by) using

Whenever an FRC is lowered or raised by a specialist davit system, it should be done well clear of the ship's side, or (if that is not possible) care must be taken that any side fenders fitted to the ship or the FRC do not impede the lowering or raising.
I'm not a teacher of English, but I have spoken it for (almost) all of my life....
