    would be better or would have been better in reported speech?

    During this meeting we decided that

    1. it would be better

    2. it would have been better

    to found a partnership.


    Which (if any) of the above is correct?

    Both are correct. The first is prospective: it pertains to the future. We should do it. The second is retrospective: it pertains to the past. We should have done it.

    1 means 'It would be better if we found a partnership'.
    2 means 'It would have been better if we had founded a partnership'.

    Am I right? Not a teacher.
