    Sorry for delay in responding.

    May I say that responding is present participle which is used after verb of perception?

    That is a sentence only because the subject and verb (I am) are unstated but understood: I am sorry for the delay in responding.

    I consider 'responding' a gerund because it is used after the preposition 'in'.
