    No it isn't. Is it meant to be? It looks more like a title, and titles don't need to be grammatical like a sentence does.
    Whether it's appropriate depends on what it's meant to be.

    eunkum, please note that a better title would have been A Collaborative Approach.

    It is a title. The proposal is for using a collaborative approach to evaluating (OVW) Sexual Assault Justice Initiative. In this case, is a title okay (e.g., grammar)?
