    outlining villages are the same as outskirts?

    "search and rescue teams are rushing to get to the outlining villages as time is at an essence for finding any survivors of this quake.."
    * Outlining village = outskirts?
    * at an essence for ( i have looked oxford dictionary for the phrase, but in vain), just "essence: important", but the phrase at an essence for: can you give me the precise meaning.

    Not A Teacher

    The word used is probably not "outlining" but "outlying", which means remote or far from the centre.
    An "outlying village" is different from "outskirts", as it would be far from a town or city.

    Additionally, 'at an essence' is incorrect to mean 'vitally important'.

    Somebody has mixed up 'of the essence' and 'at a premium'.
