    Do you say he was designated / appointed by the company to be the new managing administrative?

    She was designated/ appointed by the company to go to USA to represent the company.

    Why is your title in Spanish?

    I could use appoint for a new job and designate for a new responsibility. I am not sure what you mean by managing administrative; it's not a term that I have seen in English.
