    background system

    I think it means an underlying or pre-existing system.

    You should probably have disclosed the nature and title of the course in order to obtain more and better help. From your quote it seemed to me that the course was about economics, and I based my reply on that. In that context, background, underlying and pre-existing are synonyms. In that context, the system would be a socioeconomic system.
