In providing any flood lighting system ......... wherever possible, minimised

    Hello again!

In providing any flood lighting system, including emergency systems, the “run up” time from switch on to achieving adequate lighting levels should be taken into account and, wherever possible, minimised.

The way I understand the above sentence is as follows:

By providing any flood lighting system, including emergency systems, the “start-up” time from switching on to achieving adequate lighting levels should be taken into account and, wherever possible, minimised.

Do you think I am rright?

A little context to help you help me.

    Lighting

Electric lighting should be provided in the following areas from both a main and emergency source of power:-

No, I disagree with your use of the preposition by in this context.

"By providing a flood lighting system," you enable people to see in case of emergency.

"In providing a flood lighting system" is a prelude to telling you some details about how you must do so.

"Floodlighting" should be one word. They are "floodlights". A "flood lighting system" sounds like a system of lights intended to illuminate a deluge of water.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
