    Post Submission of a 60%, proposed, has proposed

    1. Submission of a 60% Design Engineering Package (If this is a title of a letter, should I use indefinite article "a" before "60%?"

    2. Please also note that a week ago our Design Consultant proposed 3 options for caustic line and stormwater connections.(Here I want to specify the duration)

    Are the above sentences grammatically correct?
