    Can this be said:

    I'm having dinner with a few friends who are interested in working with me on my business at 630PM, so we have time to hang out for a bit after lunch.

    VS

    I'm having dinner with a few friends at 630PM who are interested in working with me on my business, so we have time to hang out for a bit after lunch.

    Are both okay?

    The closer to "dinner" you put it, the better. "I'm having dinner at 6:30" would be best.

    With the first sentence, there is the chance that it could be understood to mean they want to work on your business at 6:30.

    Always put a colon between the 6 and the 30 and a space between the 6:30 and the PM.
    I'm not a teacher. I speak American English. I've tutored writing at the University of Southern Maine and have done a good deal of copy editing and writing, occasionally for publication.

    In BE, it's fine to write 6.30pm.

    In fact, pm is unnecessary. We don't have dinner at 6.30am.

    Yes, a native might say something like your first sentence.
