    Is the following right (CPE is the organization)?

    As CPE grows quickly, it has been necessary to evaluate its effect in the community, and how to improve it for program growth.

    That's one of several choices. You might also say:

    - Because CPA has grown quickly, it has become necessary....
    - Since CPE grew quickly, it's necessary....


    In a series, pay attention to parallel construction. Sometimes diagramming helps:

    ... it is necessary to:

    (a) evaluate its effect....

    and

    (b) decide how to improve.


    Because the first item of the series (a) is a verb, the second item (b) also needs a verb, and it should be the same tense.

    And because it's a series of just two items, there is no comma before the and.
