As CPE has grown quickly, it is necessary to evaluate its effect in the community[STRIKE],[/STRIKE] and decide/discuss/determine/figure out how to improve it for program growth.

That's one of several choices. You might also say:

- Because CPA has grown quickly, it has become necessary....
- Since CPE grew quickly, it's necessary....


In a series, pay attention to parallel construction. Sometimes diagramming helps:

... it is necessary to:

(a) evaluate its effect....

and

(b) decide how to improve.


Because the first item of the series (a) is a verb, the second item (b) also needs a verb, and it should be the same tense.

And because it's a series of just two items, there is no comma before the and.
