    Are "public transport" and "community transport" same in meaning?

    No.

    Community transport is created, owned and operated by non-profit, voluntary community groups to solve their specific transport needs or problems to access private or public transport means; while public transport is most generally a paid service available for general public.

    What can an alternative be for public transport? As you know, when writing an essay we are not allowed to use a word repeatedly.

    That is simply untrue. You are not expected to write an essay on public transport without repeating the phrase. It's impossible to do so.
