[Grammar] could you tell me the reason why the sentence below is not grammatically right?

My students wrote the sentences below on their test sheet.

I think the former one is right, but the letter one seems wrong.
I need some theoretical explanation for my students.
Please tell me the reason why.


1. He is a climber from USA who can't move the lower half of his body.
2. He is a climber who can't move the lower half of his body from USA.

When you say "my students", do you mean that you are their teacher?
