Batman45's sentence is using could. Is it not true or will not happen?
If you already live in the Middle East and can't imagine staying there after retirement, I would use "... retiring in the Middle East".
If you currently live somewhere else and are discussing the possibility of moving to the Middle East after retirement, I would use "... retiring to the Middle East".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
