    "Italy spent the highest amount (9%) on clothing and footwear."

    Hi there,

    Please let me know if there is any wrong in terms of preposition and structure with the sentences below.

    "Italy spent the highest amount (9%) on clothing and footwear."
    "Italy spent the highest amount on clothing and footwear at 9%."
    "Italy was the highest to spend on clothing and footwear at 9%."

    1 is right; 2 needs a comma before "at 9%"; 3 is wrong.

    You will recognise that none of the sentences makes clear what 9% refers to.
