Which one is correct?

This file is complementing the company's offer for the project.

This file is complementary to the company's offer for the project.

I don't think either "complementing" or "complimentary" can work in that sentence. I suspect that "supplement" or "supplementary" might though!

Also, companies don't have/make offers for projects. They tender for them.

Would the sentence below work for you?

This file is to supplement our company's tender for the project.
;-)

I mean the company submit offer/ quotation (commercial) for the project. Is this correct ?

in this case i have received a quotation but it was not complete so they have sent another file to complete the tender.

So i think it would be: This file is to supplement suppliers' tender for the project.

OK.

In this case, I have received a quotation, but it was not complete, so they have sent another file to complete the tender.

So I think it would be: This file is to supplement [STRIKE]suppliers'[/STRIKE] ABC's tender for the project.

See above, where ABC is the name of the company which tendered for the project.
