"Successful language learning requires language users to know the culture that underlies language."
Is the base form for the verb "underlies" underlie?
It would be better for me with a/that language as I assume you mean the culture underlying the language being studied rather than some sort of universal culture.
"Successful language learning requires language users to know the culture that underlies a/that language."
