    Welcome to the forum, Kasiah.

With a full stop at the end, #2 would be correct.

Re: I never know if he looks or looking

Thanks I thought so. #1 was an example sentence given by my son's teacher. He says it was taken from a book but it seems to be incorrect. By the way, can I say:
    1) an example given after a book
    2) an example taken from a book
    or just
    3) an example from a book?

Re: I never know if he looks or looking

In addition, I would accept your first original sentence with proper punctuation.
