I've never heard of the hate and vengeance complex, but the sentence makes sense.

It sounds odd as the only examples of this complex that I can find are questions you have posted online. It is not grammatically wrong, but it doesn't sound right because it seems to be a made-up complex.

Do you mean the OP's sentence can be rewritten as 'Being vindictive inhibits one’s ability to think rationally'?
I guess OP means the mind is being preoccupied with thoughts of vengeance.
