I've never heard of the hate and vengeance complex, but the sentence makes sense.

It sounds odd as the only examples of this complex that I can find are questions you have posted online. It is not grammatically wrong, but it doesn't sound right because it seems to be a made-up complex.

hate and vengeance = being vindictive

I know what the words mean, but can you find them being used in a similar way to, say, inferiority complex? I couldn't, which is why I said it wasn't a natural phrase.

No, I have not. That was just a suggestion to replace the made-up phrase.

I guess OP means the mind is being preoccupied with thoughts of vengeance.

Having vindictive thoughts inhibits one's ability to think rationally

It doesn't sound natural because it isn't used. Raymott's example isn't used either, but he's indicated that with quotation marks. We use inferiority/Oedipus and other complexes, but no one has heard of this used. To be a complex, it has to be recognised. This one is a theoretical complex, not an accepted one. We know what the words mean, but that doesn't make it natural, because hate and vengeance doesn't collocate with complex.
