In my opinion, they both are correct. If you remove the prepositional phrases, you are left with "All complain" and "Each complains".

A- ALL of the companies COMPLAIN..........
B- EACH of the companies COMPLAINS..........
i feel like both of them are grammatically correct , but this question is taken from a grammar test .
any guidelines on this are appreciated
