Hello,
I have tried to translate some content from my language (Gujarati) to English, which is written below. Please, help me to do it correctly.

Even as farmers have not come out of loss incurred due to unseasonal rain, new problem is knocking their doors. according to Met department monsoon is 12% deficient around this time too. Last year also monsoon was only 88%. Central minister says that "we always wish prediction would prove true. But for god sake, this time prediction of deficient monsoon would not prove true."

Even though farmers did not suffer a loss as a result of (earlier) unseasonal rains, a new problem is knocking on their doors.
According to the Met department, this year's monsoon, just like last year's, is likely to deliver 12% less rain than anticipated. One government minister said "We always wish for rainy forecasts; we definitely don't want this ominous one to come true."

"Have not come out of loss incurred" probably means "have not recovered from the loss incurred."
