    I doubt it is correct to have used a question mark as it is not a question, but I am not a teacher.

    You can still say "to use" even though it has been used. I think it is more natural to use the infinitive.

    I deem it more correct to have used the perfect infinitive as it has already happened, but I am not a teacher.
