I think the first would be correct if 'be' was omitted, but I am not a teacher.

Flying is one way he could be returning. So they can't mean the same thing.

This only makes sense if he is being sent back to Delhi by someone else, perhaps after a period of captivity. It isn't the same as the others which involve some volition on Ram's part.

It means sentence is okay but it convey different meaning.

I don't think extradition suggests volition, but I am not a teacher.

That is not correct In the US extradition can occur between states.

I think he means that 'state' should refer only to a nation but not to the states making up a nation.

This is not a nice thing to say.
