Hello.

Several days ago I came across the phrase "what a revolting development!". I think I entirely understand what it means and where this phrase came from. However, the only thing that I don't know is whether you really use it. In my opinion it doesn't sound very natural. It looks like an ironical way to express "imagine!" or something like that. Am I right?

I don't hear it very often, but it means far more than "imagine". It lashes out at a very bad situation. It was popularized by a TV character called Chester Riley in "The Life of Riley".
