    Can't this sentence mean two things:

    1a) A proper evaluation of the damage would be impossible if the data were doctored, even if they were doctored out of altruistic feelings.
    (the more logical interpretation and probably the correct one)

    2a) A proper evaluation of the damage, even if that evaluation was done out of altruistic feelings, would be impossible if the data were doctored.

    I agree it's ambiguous and both interpretations are possible.

    I'm hard pressed to say which one I think it means.
