This is difficult to explain without having read several paragraphs, as it references prior events. I had to pull the story from Google Books.
What the part in red is saying, is that if the baby had any concepts that certain sounds related to certain words, and saying those certain words/sounds when you wanted a particular thing would result in getting what you wanted, he quickly learned that wasn't true. He tried saying something he wanted, and instead ended up sweating heavily as result.
