    It means that, the person is living the life they had always wished for.

    Yes Matthew, it could.

    Very often though, the word "before" is dropped, because "dreamt" tells you that it was in the past. Therefore, you don't need the word "before", unless you are trying to reinforce the meaning.

    For example, where someone has misunderstood what you have said and you are trying to explain to them more clearly, or emphatically.

    See above. We weren't suggesting that you had got the quote wrong. We thought perhaps you were confused about the meaning because, as is often the case with newspaper headlines or captions, it wasn't a complete sentence. It was, however, entirely acceptable grammatically in the context in which it was used.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
