    The total cost of the Federal Arts Project was only $23 million...I think that today those in museums alone are worth about %100 million.
    Not only did this $23 million support young artists just out of school, but artists in transition. I'll wager if there were five hundred gallery artists who made it, who are represented by dealers, about four hundred were on WPA.

    What does "made it" mean here? I can't get the whole sentence.

    Does the writer bet that there were not 500 artists who succeeded, but only 400 were? I don't get what he means.

    No, he's saying that if there were 500 successful artists, 400 of them came from the WPA project. In other words, he's estimating that 80% of the successful artists of the time were a result of the WPA.

    The writer means that out of 500 artists that became successful 100 of them became so by themselves the other 400 of them did with help from the WPA.
