    amidst the general confusion

How should I understand "amidst the general confusion" underlined below?

We have positioned ourselves in the framework of the new epistemology of practice which puts the “ref lective professional” (Jolonch, 2002) centre stage and opens up approaches to professional learning and ref lective practice that balance the logics of action and knowledge. It is crucial, amidst the general confusion, to focus on the concrete solutions and innovations that come out of educational practice in the classroom. We know that the schools of the 20th century are long gone, never to return, but we still do not know with any clarity what kind of schools we need for the 21st century.

(See Chapter 6 "Promoting learning leadership in Catalonia and beyond" of a report titled "Leadership for 21st century learning" published by OECD in 2013. )

(The third paragraph of p.188. Here is the link: http://www.keepeek.com/Digital-Asset...406-en#page190)
