    It means to equal a past statistic in the history of the team.

    Let's say that in 2001, a certain team finished the season with 100 wins and that was the best they ever did. That would be a franchise record. Then a more modern team also finishes the season with 100 wins. They then tied the franchise record.

    A franchise is a branch of a centralized business. Each team is such a business. For example, the Toronto Blue Jays are considered a franchise with respect to the Major League Baseball organization, much as a McDonald's restaurant is an individually owned franchise subordinated to the head office corporation of McDonald's.
