Unhappy I'm not understanding that phrase

Hey folks, what's up? I was searching for a game on Steam and I decided to read its description, but then I saw this:

"enabling Rufus to become king and unite the fractured hobo people under one sardine"

What do they mean with "Under one sardine"? Could anyone help me please? You can see its full description at on Steam, the name of the game is Stacking, but I'm not understanding, thanks for everyone's help! :)

Could it be that the hobo king's crown is shaped like a sardine? If so, then the people would be united under it.
