    An act is voluntary if it consciously willed and deliberate. (A level and AS level Law, by Martin Hunt)

    Don't you think the sentence needs a 'be verb'? Or is there another point in here?

    I think it must be: An act is voluntary if it is consciously willed and deliberate.
