I feel rather embarassed for needing to ask this question as English is my best subject, and I'm taking AP Literature this year. When placing a comma next to a phrase with apostrophes, will the comma ALWAYS go inside the apostrophe? When, if at all, should it be placed elsewhere? Thank you for your help!

I'm not quite clear on what you're asking. Can you post an example sentence with the apostrophes and commas so we can see what you mean? I'm wondering if you mean quotation marks, rather than apostrophes. As far as I'm aware, apostrophes make no difference whatsoever to the position of a comma.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
