    groups or individuals

    Can one use
    a. They won't make reservations for fewer than six people.
    instead of
    b. They won't make reservations groups of fewer than six people.
    ?

    a) is OK.

    b) They won't make reservations for groups fewer than six people.

    Doesn't it have to be 'groups of fewer than six people'?

    So (a) can be about groups as well. It is not necessarily about more than six individual reservations.

    I would use "groups of" too. Also, you need to add "for" before "groups". In fact, there are a couple of other changes I would make too. The customer is the one who makes a reservation. A restaurant (or similar) takes reservations. I don't think you need "people".

    They won't take reservations for groups of fewer than six.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
