    shall be grateful

    Shall be grateful if either of you can let me know as to when I can expect this.

    I want to understand why do we use "as to" ? Can we use 'by" instead of "as to"?

    Where did you read this sentence? It has no subject and 'as to' serves no purpose and should be deleted.

    A better title would have been 'as to' as that is the phrase you are asking about.

    'I shall be grateful if either of you can let me know when I can expect this.'

    I find the use of "shall" rather than "will" or "would" a little unnatural (overly formal?) in sentences like this. I would expect to see "I would be grateful if either of you could let me know when I can/might expect this?"
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
