    The guards who would beat

    not I am wondering if I have correctly punctuated this sentence. I think that the part, "the guards who would beat anyone..." is a defining clause, but I am not sure.

    Their meals consisted mostly of bread, watery bean soups, and boiled potatoes, which they devoured quickly under the watch of the guards who would beat anyone who exceeded the prescribed two minutes.

    "who would beat anyone..." seems to me to work better as a non-defining clause. A such, it should be preceded by a comma.
