    Hi!
    what is the exact meaning of the redened sentence?
    This is a provision of Nature, who has made these wild goats so that when chased by men and dogs they can safely jump down from cliff or crag, seeking ever the most perilous. And so they jump down horns foremost, roll over them, and escape in safety from their pursuers.

    It means that the goats jump down with their horns hitting the ground first, then they roll over their horns (like a somersault) and successfully escape the men or dogs which are trying to catch them.
